[ILQSO] Scoring Question

First, let me state there is no way that any scoring error/issue would help 
me find 11,000 pts to move up from 4th to 3rd in the IL Fixed 
Class.  Furthermore, I have no complaints about the scoring and/or the 
efforts of those involved with the process.  I thank you for all your efforts.

I am curious if there is a penalty system for a Q which doesnt match 
another log?  I had 18 CW Qs and one PH Q which were removed from my 
scoring.  I got credit for ZERO CW Qs.
Granted, I made nearly all of my 648 Qs on ph, but the 18 CW q's x 132 
mults is 4,752pts.

Anyone have any info on the scoring process?
