[ILQSO] Dupe sheets - correction

To all:

N9JF reminds me that the processing of the incoming electronic logs 
includes checking for dupes. So I amend the statement I posted 
yesterday. Electronic dupe sheets are *not* required for 
electronically submitted logs. Dupe sheets are still required for 
manually generated logs with >100 QSOs.
