[ILQSO] Suggested Freqs/times?

Hi, Dave. The last few years we did list "suggested band activity 
times" for 10, 15, and 20 meters. But because HF propagation is so 
lousy at this point in the sunspot cycle, the rules now simply say to 
"spend some time on 20m in the afternoon to work DX stations seeking 
IL counties". We know for a fact there are quite a few DX stations 
out there looking for "rare ones".

We used to list the suggested frequencies as:
CW: 3550, 7050, 14050, 21050, 28050
Phone: 3890, 7290, 14290, 21390, 28390
Novices: 30 kHz above bottom of CW subband and 28390 for phone.

But I abandoned that list because:
- Activity naturally spreads out anyway.
- Someone's always going to say that a certain frequency is used by a 
net, or some specialty mode, etc.
Now we just leave it up to the experience of the operators to find a 
clear frequency and start making contacts. I feel it's a pragmatic 
approach.
