[ILQSO] State multiplier questions

AK KL are states and DXCC entities.   So, if you work KH6 and KL7 you have 
4 mults.

It is the exact same as when you work Lake Co, IL for your first Q.   You 
get 3 mults for that Q = Lake Co, IL and USA
