[ILQSO] State multiplier questions

The ARRL list  http://www.arrl.org/awards/dxcc/dxcclist.txt lists the
states of Alaska and Hawaii as DX. For the purposes of IL QSO party I
would ike to know if these states count as DX and states or only one or
the other? I am also curious how to handle DC in the IQP.

For my log this year it was a moot point, but I am continuing work on an
IQP logging program and would like to calculate the state and DX
multipliers correctly.
