[ILQSO] K9IUA/m plans "in flux"

The plans for K9IUA/mobile are changing due to outside
constraints, and may not be finally known until Sunday.  (At one
point it looked like my vehicle wasn't going to be available for
the trip, but I believe I have that one solved.)  Now it is more
a question of when exactly I can get started, which will be
definitely after the declared starting time.

I still hope to activate at least three of the following four
counties:  Stephenson, Ogle, Carroll, Jo Daviess.  (Winnebago is
definitely OUT of consideration.)  The order of activation is
also part of the uncertainty.  Operation will still be 20 and 40
meters (I don't have 80m mobile capability), mostly CW (with
some SSB).  The rig is a Scout with Hamstick antennas on a
single mount - so no instant QSY.

Fortunately I am not the only declared operator for these
counties.
