I would concur with W9HB's urging to institute another category for
"mobile...sometimes" stations.  In other state QSO parties and in VHF/UHF
events, these would be the stations referred to as Rovers.  They would be
similar to, but separate from, county line/corner portables, and **would be
capable of motion**.  In other words, if you stop on several county corners
and string up a couple of dipoles, you would become a "county line portable"
instead.

The difficulty in defining the classes becomes where you draw the line
between the "Mobile" and "Rover" class.  If a Mobile  stops for five minutes
on a county line because he still has a pileup, does he get reclassified as
a Rover for the entire contest?   Maybe not as long is stops do not exceed 5
minutes??  Or you only do it a maximum of twice during the contest????  Move
over, Johnny Cochran.....

Would the new Rover class participants who are single op/no driver be
willing to compete with those who do have a driver but still stop on lines
and corners?

I would also support a return to a bonus for mobiles for each county from
which at least a minimum (10? 20?) number of contacts are made.

Would this bonus apply to Rovers as well?

What should the bonus be to provide an incentive but not skew the results
too severely?

What should the minimum number of contacts per county be for the bonus to
apply?

Will little Helen make enough money selling apples for her auntie to have
her operation?
