As a one-driver, one-operator mobile effort in the ILQP, I'd
certainly support a separate category, although I am not going
to ask for one.

That type of operation is exactly what I've done for the past
three Octobers, operating what I call stationary mobile and
activating as many counties for approximately 30-45 minutes each
as my time permits.  It still requires planning, as you ideally
pre-identify your operating stops and minimize the travel time
between them.  The objective are slightly different, maybe, than
a typical mobile operation - maximizing stop (operating) time
and minimizing driving time, while still activating a reasonble
number of counties.

I'd encourage more operators to try this type of operation if
they have the equipment, which can be modest.  In my case I use
a TenTec Scout and hamstick-type antennas.  No instant QSY, but
still flexible for multi-band operation.  And in my case, I add
the fun challenge of doing this QRP, which I have shown by my
scores as possible by stationary mobile.  Not stellar scores,
but fun nonetheless, and a great way to begin experimenting with
other than home operation.  And a side benefit for the overall
contest is that I'm likely mobile in the county at different
times, and for slightly longer, than a typical mobile op, which
can be beneficial to out-of-state contesters still looking for
counties and may have missed the one pass of the hurried mobile.
