Guess I'd disagree with your statement. If Jeff operates at a location
different from his primary station address he is technically portable and
can sign /p. How the contest sponsors decide in which class to put his score
is up to their discretion although the rules only do indicate an award to
the "top county line portable station". They do not say that a station
cannot be portable in the middle of a county.
I can see situations where someone in say Cook county would want to go
camping and operate /p from Whiteside county. I think in that case they
would definite want to sign /p to indicate that they were not in their home
county.
Guess it's up to the operator in the end. You're a zero in five land and are
well aware of the problems of not signing /p.

It seems that the only portable operation class is
county line portable, so I would guess that you are
fixed. Which island are you planning to operate from,
and what is the county?
BTW, what kind of setup are you planning on using?
