I would personally just sign N9JF/P. The "/P" tells people you're 1) not at
home; 2) more than likely giving out more than one county, so listen up! 3)
probably won't be moving. Once they've worked you once, they'll know where
you are on the next band/mode.
To respond to the US islands portable, nothing says a portable in ILQP has
to be on a county line. If you want to give out an island, go for it. You
may have so many Europeans calling that you can't hear the IL mobiles,
though :)
