[ILQSO] County Activation for 2004 and beyond

As a mobile with a driver this year, I would have no problem with either of
those proposals (plus it would get the MARAC people off our backs). For
mobiles with no drivers, (well, no *extra* drivers....) it gets more
complicated. I know we have been here before, but it remains a relevant
topic.

Perhaps we can entertain some bonus suggestions that would leave mobile
operators sufficiently incents't (what the heck *is* the word??) without
upsetting the entire scoring structure.

There's a lot that can be said about this but right now I'm going to
concentrate on hoping/praying my radio arrives today. Otherwise, you will
hear me from a corner somewhere as a portable, and there is going to be a
last-second scramble to try to find somebody to pick up the four counties
only I am scheduled to activate...

Suggestions for 2004 and beyond

If we are to get mobile operations to activate many counties, we need to
incent the contestants. The rules once gave a bonus for each county that a
mobile operator made 10 QSOs from. Reactivating this rule will incent
itinerary planners to find a route that activates many more counties.

Also, limiting mobile operations to a maximum of two counties at any one
time, will mean more time spent driving, resulting in more counties
activated. This would allow one to drive down a county-line road, but would
inhibit sitting on a 3 or 4 county corner. Mobile operations should be
'mobile' and leave the 3-4 county corners for folks who operate portable.
