Suggestions for 2004 and beyond

If we are to get mobile operations to activate many counties,  we need =
to incent the contestants.  The rules once gave a bonus for each county =
that a mobile operator made 10 QSOs from. Reactivating this rule will =
incent itinerary planners to find a route that activates many more =
counties.=20

Also, limiting mobile operations to a maximum of two counties at any one =
time, will mean more time spent driving, resulting in more counties =
activated.  This would allow one to drive down a county-line road, but =
would inhibit sitting on a 3 or 4 county corner. Mobile operations =
should be 'mobile' and leave the 3-4 county corners for folks who =
operate portable.=20
