Neat!
A lot of opinions have been expressed on the question of county line
operation.  It looks like the most acceptable definition would be "part of
the radio station must be in the counties claimed."  That is the way Bud is
doing it and Jim is doing it ... even if it is their ground
radial/counterpoise.  That gets around the issue of "wet vs. dry" and "how
close is close enough" .... OK, I'm convinced.  So Joe, I guess your inital
ruling should stand.  Riverbanks don't work ... rivers don't work ... unless
you can operate from a boat hihi.
