[ILQSO] County Lines

It is finally nice to see someone hit the nail on the
head. The ILQP is a contest, not a county hunting
net, and as such, the contest committee can make any
rules they want to about the exchange. If they
wanted, they could say that you can give all counties
that you are within 200 miles off as your exchange,
and count that as a multiplier, and that is perfectly
legal.
