A big restriction 'back-in-the-day' was to impose 'quiet hours' when the
ham could not operate. This was usually done in the event of unresolvable
TVI. We now know that a lot of RFI fault belongs to the consumer rather
than the ham, but the example is still valid. The FCC can and will tell
you where and when to operate if you manage to irritate them enough.
They'll also take your gear rather than cash in lieu of a fine. Also be
happy to send you to Club Fed if you become a big enough pain in the
arse. (Remember that guy in CA who interfered with both repeaters and
public safety comms for 20 years? 73 years old and they gave the old goat
the Federal Pen, after they fined him twice, took his gear twice and
finally got tired of his nonsense.)
