My guess would be that since operating on the Ham Radio Frequencies is a "Privilege" not a "Right" the FCC who is the authoratative body for operations on these frequencies can revoke your privileges in part or in whole.  I'm sure that decision was reached due to the previous actions of this operator, which of course would make it a special case.  If you looked at it in a business sense, consider the FCC as the owner and the local Repeater operators the managers.  If the owner came up to you and said to do something, would you refuse until one of the managers told you to do it?  You wouldn't have a job for very long if you did.
