My earlier post regarded testing voltage at the radio input, however 
this should be at the PA supply, after any fuse points etc under load, 
carrier or 100% modulated ssb..

This is the best place to test. Measuring current at two places in a 
series circuit is of little benefit, as the current must be the same, 
following accepted electrical theory.

Sometimes the covers need to be removed to see the real picture. A volt 
drop found can be traced back towards supply to see the point at which 
it occurs.
