[ICOM] IC-7600 Questions

I have an IC-7600 that I've been asked to sell for the widow of a
deceased ham. Problem number 1, I've never owned any Icom HF gear so I
don't know my way around the radio without a roadmap.
As I understand it, the radio was used very little before the owner
passed away. It's in like new condition except for one problem - no
output on transmit! Receive works fine as does every other aspect of
the radio as best as I can determine. You do get an indication on the
front panel display when in transmit mode, but there is no RF out and no
PA current.
Is there a menu item or control that could have disabled the PA? I've
looked through the operating manual but haven't found anything. I'd
hate to think it was something that simple.
I do have a service manual and have inspected the PA board. There is no
obvious sign of damage. From what I can determine, there is no drive to
the PA board in any transmit mode. None of the FETs appear shorted.
The 5A fuse on the PA board is OK.
Any suggestions from those of you with more experience?
