[ICOM] IC-745 Issues

Greetings!
Troubleshooting a problem with the “Sub Loop unit” section of the PLL board.  The good thing is This radio has been updated  with the ceramic trimmer caps (worked fine afterwards), and a NEW memory board awhile back.
Didn’t use it a lot except for receiving, then one day it wouldn’t receive at all.  Found out the sub loop section (under the smaller shield) where the lock  voltage adjust is (L201) seems to be not working.  No voltage at R202 either.  It’s like the 8 volts is not going to that circuit at all. 

I’m thinking there’s an 8 volt regulator not working?  Any ideas greatly appreciated!  Love this radio!
