You have checked the 2 most common problems of the radio not firing up.
I have found that Deoxit works better than Alcohol o the connectors between the body and head of the radio.
On the trace, You might consider, putting a jumper across that in the corner, where it tends to open. I have found there are time even my Fluke meters might not give me what I need to know. The problem could be under the trace and you are reading just the face of it.
I calling one of the repair shops, many times they will say OH yes the problem is so and so, giving you the info you just might need.
Just a couple of ideas to consider

Recently, I posted a request for technical help with my Icom 706 MKIIG  on the reflector and got ONLY ONE  response and it recommended that I send it to a repair facility for repair. I don't want a repair facility. I have been Licensed for 60 years, hold a 20 WPM Extra Class License and what was originally called a First Class Radiotelephone  license I used in the Broadcast industry.

It seems that this reflector may only have Walkie Talkie operators and generally non technical memorized study material  Hams.

I have three large rooms full of gear on the shelves from before WWII until present. I measure it by the tons. I personally work on some of it every day. I will soon be 80 years old and have little respect for button pushing programmers and Walkie Talkie operators. That is why I always state in my request for input "based upon your personal knowledge and personal experience" with the particular piece of radio gear.

I have confirmed that the suspected broken trace on the PLL board is not broken or suffering from oxidation . I used a Fluke Ohmeter to verify that the trace was not open and that there was no  damage from chemical reaction.  I cleaned the area with alcohol, inspected it with magnifying glass and coated the area with Plasticoat.  I reassembled the radio. and it still would not fire up. There is a fuse on the board that is GOOD.

I next purchased a NEW Connector and installed it in the front panel "head" of the radio and it still will not fire up.

Before it stopped firing up. it would turn on intermittently and the intermittent firing up increased in frequency until the point when the radio would not turn on at all.
I suspected the connector because when it first became intermittent at turning on, I could remove the front and replace and it would turn on.
 
There was No catastrophic failure such as buzzing or smoking. Out of a clear blue sky one day, it just wouldn't come on. I have no plans at this time to send it for repair anywhere. I am still trouble shooting it.
