I just checked this on my IC-7300 using my IFR service monitor and here's
the results:
NO pre-amp......50 uv or -73 dbm for S9
Pre-amp 1 on.....80 dbm for S9
Pre-amp 2 on.....85 dbm for S9
This was all done on 14.140 mhz

When I worked at Icom America, It's been 15 years since I left, most all the
HF radios sensitivity met receiving specification with the preamp ON. .
I have no idea how the IC-7300 is specified but your last post sounds
correct 50 uV for S9 sounds reasonable with the preamp on.
Best to check in the IC-7300 Service manual if one is available.

I'm not sure about the answer to your last question, perhaps someone else on
the list may be able to answer your question.

ok, the Specification page show the sensitivity for preamp1 of -123dBm for
10dB S/N and SSB bandwidth
S0 should be -127dBm. The Specification do not say, that the S0 reading is
-127dBm and S9 is 50 uV.
So, is the S9 Smeter reading correct (50uV) with preamp1?
