Steve,

If you buy an ESR meter, be careful not to buy those chinese $10 or so unboxed modules with a ZIF socket. They shut down after a few seconds, and when powering them on again you have to wait until POST takes place. Imagine when you have to test 30 or 50 capacitors...
Instead rather invest in a more pricey ESR meter that you find under the "MESR-100 ESR Capacitance Ohm Meter" title. I own one and am now rather satisfied.
I wrote rather because it doesn't test the DC resistance that you namely can find in shorted tantalums. Only AC. Instead, in these cases displays low impedance, and you may think the caps are (very) good!
I have no link with the sellers, just an advice.
