[ICOM] solar panel interferece

A ham in Glenwood Springs CO had a RF noise problem in his condo 
building. The power was shut off for the whole building a few years ago 
and turned back on one unit at a time and when the power turned on to 
his one next door neighbor the noise returned. The neighbor would not 
let his unit be inspected when they knocked on his door but the noise 
never returned! A grow operation was suspected?
