I have not, but it is a nearly constant topic of discussion on the RFI forum of which I am a 
member.

In addition, there was a long article in a recent QST magazine on this issue.

Apparently, the main problem is with the charge-controllers. It CAN be fixed, but requires 
not only cooperation from the neighbor, but also some from the installer.

In my opinion, you have your work cut out for you.

You may wish to get hold of Ed Hare at the ARRL. He is heavily involved in solving such 
problems.
