Jerry,

Interesting thought that a battery on one's person would shorted the response time if there is a cell pack fire.

I just looked at Delta's policy regarding spare lithium batteries:

Pack spare batteries in carry-on baggage.

And if it is on your person, you know it much sooner than if it is in
a carry-on. I wonder if perhaps that is the reason for the
prohibition against checked and carry-on that John mentioned.
