If the battery in installed in or connected to a device, it is OK.  You can't transport a loose Li-ion battery.

Subject: [ICOM] HT on airline question 

I am getting ready to fly tomorrow, and the on-line check in for the
airline says you cannot transport lithium batteries in your checked or
carry on luggage. If that is so, can I still take my HT with me, since it
uses lithium ion batteries?  And doesn't everyone's laptop and cell phones
use lithium batteries?  How do they get around this?
