Tony,
Methinks you misunderstood.
He's trying to use vox for break-in on CW. When he turns vox on, typical of when you want vox to be on, the radio goes into tx, which is atypical. When he hits a paddle, the radio goes into rx for the duration of the vox delay.
That's not how vox is supposed to work. It's supposed to go into tx on paddle contact, not rx.
Break-in isn't voice-controlled on CW, either.
This is kinda freaky. You would think a failure would mean it just doesn't work, not that it works in reverse.
Did Icom provide for using a vintage keyer that was set up for positive-polarity keying? Is it a switch or menu item, maybe?
