[ICOM] IC-765 question

If you can run the 765 of off 12VDC try that.  It does sound like a
protection circuit might be kicking in to soft start the PS or something
similar, so you may be on the right track with a bad cap somewhere.  

Be advised I have never played with a 765...  :)
