[ICOM] 756pro SWR indicator problem

I have a 756pro which appears to be transmitting properly, but
the SWR indicator is screwy.  At full power output the indicator
reports about 1.5:1, and that doesn't change much whether transmitting
into a 50 ohm dummy load or into some reactance.  Turning the power down
causes the indicated SWR to rise, to the point that at zero power
the SWR indicates full scale on the meter and on the display.

All I've done so far is the adjustment of C3 on the control board for
a null at J14 when transmitting into a dummy load.  And have verified
that the voltage at that point increases when the load is not matched.

Any help will be appreciated.
