Bill, check with Scott Malcolm. I believe there is a company called PIEXX that can supply a replacement RAM board. I doubt Icom will touch these old radios.
Also, go to eHam and look up 'repair services' under the 'reviews' heading. There are a LOT of excellent Icom techs out there. I have a mint 745 I bought new and I recently brought it and my 756 PRO to a great guy here in Fl and had him change the battery, while he was fixing other problems.
I live about 100 miles from the lightning capitol of the USA..........sigh

Well, I blew it!

I have the IC751 and 751A and both being in storage just slipped my memory. I
have waited too long to replace the memory battery and now they are
non-functional. Is there anything I can do other than ship to Icom for
reprogramming? Will they even deal with these two older transceivers?

Both were working flawlessly when I relegated them to the storage vault.

Any suggestions?

Bill
