[ICOM] IC-746pro

I have a friend in a nursing home trying to get his IC-746 pro running with 
local repeaters. He tells me that the radio only holds stored PL tones 
while the power supply is kept running. I find this hard to accept. Can 
anyone tell me what is wrong. I can then help him by phone.
