[ICOM] Icom 706MKII osciallation issue

I have a new to me Icom 706MKII that showed up today via FEDEX and it is acting strangly on 17 and 15 meters.  At times on CW the SWR will jump up a little bit and then go back down.  Also, I was receiving reports of distorted audio on SSB for those bands, like there was RF getting back into the mic.  Tried a 706MKII I already have with exactly the same setup and it had no problems.

I remember reading about 17m/15m oscillation problems on the MKIIG.  Didn't know if it occurred on the MKII but it appears that it does.  What is the fix for this?
