http://www.qsl.net/icom/oldicomfaq/ic-765.html low or very low RX sensitivity. Seems to me this also effected transmit. Read through the document, it was writing by a 765 tech at Icom America for us in the tech support department in the early 1990's. It may lead you to your trouble.
