[ICOM] Icom 706MKII VOX problem

I was trying VOX today on an Icom 706MKII that I recently picked up, getting it ready for the digital modes.  With the Icom HM-118TM (the TTP mic) whenever I would speak it would go into transmit, as VOX should.  However, when I stopped speaking it would continue to rapidly switch between transmit and receive, as VOX shouldn't.  I tried adjusting the VOX gain and ANTI VOX controls with no luck, other than it wouldn't go into transmit at all with the VOX gain at minimum.  Also, adjusting the VOX delay made no difference.  

Anyone seen this problem before or have an idea as to what is going on?  I am sure I just have something set wrong.
