On the 706 series, if you turned the power back using the RF power control, the rigs would show a brief spike at full power when you first transmitted. QST even verified this in their reviews. Does the 7000 have the same problem?

I've had a number of 7000s for mobile and portable, but never ran the
QRO so I never noticed a spike. I do have a Tetrode amp where the
spikes are particularly noticeable/obnoxious.
I can tell you it's not present in the 756 Pro series or the 7600. It's
more of a technology implementation than one of device speed and as far
as I know virtually all rigs, Icom or others, that use the ALC to set
the power level out have the problem. If they just adjust the gain of
the driver, or driving stages the spike is not there. OTOH unless you
run QRO with a tetrode amp where you have to reduce the drive
substantially, or operate a rig at QRP levels you or anyone else are
unlikely to notice it. Even with rigs that have the problem, I don't
think it's obnoxious with only small power reductions.
Whether deserved or not, Icom has the reputation for leading edge
spikes. But as has been noted, Icoms are not the only brand rigs to have
the problem.
I'd like to see a list of all rigs that have the leading edge spike at
reduced power.
Possibly asking the question on the Ham Amps and Amps reflectors might
get you an answer. I think I'll ask on Ham Amps.
73 and sorry I can't give you a direct answer.
