It can be, but if the one at the base of the vertical does its job there 
is no need for the other.  However if the one at the antenna only takes 
the SWR down to 1.5 or 2:1 then there is a need for the one in the 
station, or rig *BUT* they have to be tuned in sequence. First the one 
at the antenna to get the SWR as low as possible and *then* the one in 
the rig, just to make the rig happy.    If they are auto tuners, or even 
manual, if you are not careful you can end up with them chasing each other.

My eventual goal is to get the tuner(s) for the wire antennas on the 
tower. Not at the antenna feed point as they are unsupported, but as 
close as possible without ruining the configuration.  IE, coax to the 
tuner on the tower and then window line (most convenient) from the 
tuner(s) to the antennas.  In that case I figure it's be best to leave 
the tuner off in the rig.
