PLL trimmer caps. Replace them with quality units from ICOM. Common
problem.
If you don't feel like doing it yourself - use Scott Malcolm. E-mail him
for info.

Subject: [ICOM] Garbled receive on lower bands
I have an IC-751 and IC-751A and they both exhibit this malady. SSB on 40
and 80 sounds garbled, CW sounds almost "hissy". 20 meters and up seem ok.
I have used the "A" for years without incident. Then the problem occurred
only at turn-on and for awhile thereafter in the beginning, and now is
constantly there. The non "A" is a rig I acquired with the issue in place.
Any help would be appreciated.
Thanks, & 73,
Jeff
