[ICOM] IC-746 PRO Keying

For some reason I cannot get the straight key to operate when I have it
plugged in to the back "KEY" jack and a paddle in the front "ELEC KEY" jack.
Manual says they are supposed to operate independent of one another.

Any troubleshooting suggestions appreciated.
