Larry.
I just noted that your adjustments as per your page 4-4 is different from
the page 4-4 that NS0I sent link on. I think his link is for the earlier
PROIII before they made changes to the driver and final board due to a
supplier problem. The later PRO III as I have sounds like what you are
describing because NS0I's link to service manual gives an entirely different
description on what to do, and it mentions adjusting drivers with R11 (not
R14 and 16) and finals with R18 ( not R65 and 67). So sounds like a
different instruction sheet for the later PRO III..
Thanks again to you and NS0I for the assist!

These manuals do not include the SERVICE manual which is what he needs.
I have the service manual in pdf format and it is 24MB. Chapter 4
describes all the adjustments. Page 4-4 says measure idle current and
adjust R14 driver) for an increase of 1A, then adjust R16 (driver) for
an increase of 1A, then adjust R65 (final) for an increase of 1A, and
finally adjust R67 (final) for an increase of 1A. Procedure was started
with all pot. fully CCW.
This would imply that all 4 devices in the driver and final section have
a quiescent bias of 1A.
