I would not get real excited about the S meter not matching signal strength.  Two rigs seldom do.  This evening get up on 40 meters and listen for 
some weak stations.  If the 718 hears them better than the 7000 well 
lets just say Icom has some explaining to do..  Remember use the same 
antenna.. And when all else fails go to E-Ham and read the reviews 
carefully  A measure of a rigs performance I always use is how many on a given day are for sale used on the Internet.  If you have a wide choice it is because Hams don't keep rigs they don't like.
