Very much appreciate everyone's input.

Stephen: Yes, I had turned off all three AGCs. All are turned on and the 
splatter went away.

So, I plugged both the IC-7000 and the IC-718 into a t-adapter to 
monitor signal strength from both transceivers simultaneously. The 
pre-amp on both was turned off.

1. a signal strength S9 on the IC-718 reads S5-S7 on the IC-7000.
2. with the pre-amp on the IC-7000 turned on the signal strength matched 
that of the IC-718.

Huh?? Is there that much rejection on the IC-7000? Seems way overkill to me.

I plan to take the IC-7000 back to where I bought and ask for it to be 
connected to their antenna and compare to their display IC-7000 unit and 
their display IC-718 unit. If the pre-amp has to be turned on that's a 
real disappointment.

By the way, performing a factory reset didn't change anything. Evidently 
there were instructions to perform the reset right at the beginning that 
I passed right by.
