TX indication light come on?
Does the receiver go quiet when you try using the PTT or manual
front panel TX switch?
Using the mic?
Using the front panel switch?
Goes into transmit when Grounding Pin 3 on the ACC socket, verify
its PTT before you do that in your manual.
My guess is If it does nothing might be TX 8 volts regulator is in
trouble or switching transistor that supplies the TX 8 volts..
When you change frequency in receive need to do band changes, do the
caps move in the tuner? if you can't see them move can you hear the
motors run?
They should move a bit as the caps will travel to the preset
positions you originally set up using the controls under the removable
cover on the top. You could even adjust the caps, do one band and see if
you hear the motors running.
I would look at the transmit problem as the tuner will do nothing but
travel to a preset without RF applied.
