[ICOM] AT-180 Tuner Problem

I have a AT-180 connected to a 706MK2G.
It will not tune 15 and 17 meters, even on a Bird Wattmeter.
The tuner starts, tunes to a low SWR, then starts all over, this repeats for
a few times, then gives up.
All the other bands work perfectly.
The internal swithes in the AT-180 are set to default.

Any suggestions on what to look for?
