[ICOM] PS-30 Power Supply died

This is the same basic P/S module that went into the 740, 745, 751 and others
inside a desk-top case.

There is a big copper bar shunt in it, make sure that is soldered well.
Probably wouldn't hurt to re-cap it while you have it open - that is also a
common problem of switchers.  Doing that to my P/S gave it new life.
