This past summer I was listening to a station in Europe (Italian or 
Spanish) talking to a mobile in New Zealand.  Both were over S-9 here.  
This was on 40 meters. So it can even be done on 40.

Last  winter I found 40 at night to be much like 20 used to be with a 
lot more sunspot activity.
