[ICOM] Dead IC765

There's a current limiter resistor which when it goes out, will cause 
the 765 to not turn on - I had it happen.

The resistor consists of a bar of metal in the power supply and the 
solder joints can get flakey. The fix consists of carefully re-soldering 
the ends of the bar. You can find the instructions on the Icom web site.
