[ICOM] CIV connection

This situation might be explained by considering the technology that 
Icom uses for the CIV connections.

When there is a "splitter" as you describe, the thing to be remembered 
is that the conjunction point is simply wired in parallel. This means 
that if more than 1 device communicates at the same time, there is a 
high probility that they will "collide" - that is the 2 data streams 
impact each other & the data stream is corrupted. This is by design & 
it's the responsibility of the receiving device to detect this & to send 
another request to the sending device asking for the data once again.

It seems to the me that the PW-1 is receiving the corrupted data, 
flickers, then requests the data once again and gets a clean response. I 
have no idea what the fix might be other than eliminating the splitter 
as was discovered.
