If that little Philips set screw has worked its way out and has the ring
hung up, then three solutions:

1) Use a screwdriver and force the ring over the set screw
2) (Drastic) - Drill a hole in the ring and use a jewelers screw driver to
tighten the set screw.
Or 
3) Cuss, swear, beat it to a pulp with a hammer. Feel better, buy new one.

Problem is, cannot get to screw in plug. Ring is in the way.
