[ICOM] tuning knob skirt

For anyone interested, I have wrapped the knob with several layers of
plasticized tape and the skirt now does not flop around any more.  The long
term solution will be to either "shrink" the skirt (if that can be done
without degrading the rubber) or find a skirt that has no give in it.  If
it really becomes a problem I will try to find a replacement knob and
skirt!
