A small cleanly punched hole centered over the screw hole would look just
like it belongs there.  The only reason there isn't one is the problem of
aligning a pre-punched hole during assembly.

Rubber cement may not be permanent, but it might be stronger than that
rubber sleeve.
Me? I'd split the sleeve, carefully mark the position of the screw hole,
use a punch (of the proper size to put a hole in the sleeve)  Fit the
sleeve which is now a strip to the knob and trim to length. Coat the inside
of the sleeve with rubber cement *SPARINGLY*. Using a screw or rod the size
of the screw hole, carefully fit the sleeve back in place. 
Use a couple of tight rubber bands to hold it in place while the cement
cures.  Be careful about excess cement getting on the face of the knob or
the knob skirt (flange at base of knob) in addition to the sleeve.  
That cement can be a bear to get off once it sets.

Gasket punches do come that small...if you can find some one that caries
them.
